HISTORY
The University of Perpetual Help, in 1987 pioneered the Bachelor of Science in Respiratory Therapy program in the Philippines. The key people who designed and established the program are Dr. Karen B. Tamayo, Dr. Ma. Consuelo C. Mison-Obillo, and Mr. Joseph S. Lim. Recognition of the program was granted by the Department of Education on the same year. The Technical Committee for Respiratory Therapy Education chaired by Cr. Abundio Balgos with members Dr. Ma. Consuelo C. Mison-Obillo, Prof. Marcelino V. Valera, and Ms. Rigmor R. Dygico, created the first CHED Policies, Standards, and Guideline for Respiratory Therapy Education in the form of CHED CMO 9 Series of 2007.
In the need to regulate the profession thru board examinations, the proposed Respiratory Therapy Act of 1992 was drafted and submitted to the Philippine Congress and Senate by the BS Respiratory Therapy graduates of University of Perpetual Help. After eighteen (18) years of almost yearly submitting and lobbying for the proposed bill, it was finally enacted as Republic Act 10024 “Philippine Respiratory Therapy Act of 2009”. The first board examination for Respiratory Therapy was given on September 2013 with a national passing of forty-one percent (41%). Thus, the journey of respiratory therapy profession as part of the healthcare team continues.
In 2017, The Commission on Higher Education issued CHED Memorandum Order (CMO) No.53, Series 2017. This is to modernize the general education curriculum and to cater the needs of the next generation of Respiratory Therapist. In accordance with R.A. No.7722, and with the objective to “shift to learning competency-based standards/outcomes-based education”, CMO 53 – 2017 was issued for its updated policies and standards. The program's commitment to quality continued through accreditation milestones, achieving PACUCOA Candidate Status from March 2019 to 2021 and Level 1 Status from September 2020 to August 2024, ensuring the respiratory therapy profession's continued evolution as an integral part of the Philippine healthcare system.
